Bulbs in the rear lamp unit

Hi everyone! I'm new to the forum. What prompted me to write to this forum was an issue I noticed today when I had my car inspected. The inspector claimed that the inner lamp units also have bulbs which need to work.

The only bulb I know of is the rear fog light that is on the left. I'll provide a picture for you.

I went through the manual and couldn't find any bulbs that are supposed to be in that inner unit. Should there?
